How We're Organized

Organizational Structure

A clear hierarchy from the General Assembly to the communities we serve.

General Assembly

The supreme governing body comprising all registered members. Meets annually to receive reports, approve budgets, and elect leaders.

Executive Committee

Eight elected office bearers serving 3-year terms (renewable once). Provides governance, strategic direction, and oversight.

Director & Coordinator

Provide day-to-day leadership, manage programs and staff, and execute decisions of the Executive Committee.

10 Programs

Each program is led by a program coordinator responsible for planning, implementation, monitoring, and reporting.

Community & Beneficiaries

The people we serve — women, youth, children, PWDs, refugees, host communities, and vulnerable households across Kakuma and Kalobeyei.

Our Leadership Team

Executive Committee — 8 Office Bearers

Elected by the General Assembly, serving 3-year terms (renewable once). Each role has clearly defined duties.

Chairman

Presides over all General Assembly and Executive Committee meetings, provides overall governance direction, and serves as the primary signatory for official matters.

Deputy Chairman

Assists the Chairman in all duties, deputizes in their absence, and oversees specific committee assignments as delegated.

Director

Provides strategic leadership, oversees day-to-day operations and program implementation, and represents JAL to external partners and stakeholders.

Coordinator

Coordinates program activities across all ten programs, manages field operations, and ensures alignment between strategic plans and on-the-ground execution.

Secretary

Manages all official correspondence, maintains records and minutes, ensures documentation compliance, and handles organizational communications.

Deputy Secretary

Supports the Secretary in documentation and correspondence, maintains filing systems, and deputizes in their absence.

Treasurer

Manages all financial transactions, maintains financial records, prepares budgets and financial reports, and serves as a primary banking signatory.

Deputy Treasurer

Assists the Treasurer in financial management, conducts internal financial reviews, and deputizes in their absence.

Trust & Transparency

Financial Accountability

We hold ourselves to the highest standards of financial integrity — because every shilling entrusted to us belongs to the community.

Dual-Signatory Banking

All financial transactions require two of three authorized signatories: the Chairman, Treasurer, or Director.

Expenditure Approval Threshold

Any expenditure exceeding KES 10,000 requires formal approval from the Executive Committee.

Biennial Independent Audits

External independent audits are conducted every two years to ensure financial integrity and transparency.

7-Year Record Retention

All financial and operational records are retained for a minimum of seven years for accountability and review.

Registered & Accountable

JAL is a Non-profit, non-political, non-governmental Community-Based Organization (CBO)

We are registered under the Community Groups Registration Act, Chapter 108A, Laws of Kenya, with our constitution formally adopted on 19 January 2026 at Kakuma 4, Zone 3, Block 3.

Our constitution includes a full 19-article framework covering governance, membership, rights, duties, and operational procedures — ensuring we operate with institutional depth and legal compliance.
